Obama announces "Promise Zones" at the White House in WashingtonBy Lawrence Hurley WASHINGTON (Reuters) - A majority of the justices on the U.S. Supreme Court signaled a willingness on Monday to deliver a blow to President Barack Obama's ability to fill senior government posts without Senate approval, raising the possibility of a shift in the balance of power between the White House and Congress. Most of the nine justices expressed skepticism about so-called recess appointments made by Obama to the National Labor Relations Board (NLRB) in 2012, although it was not clear how broadly the court would rule. A decision was expected by late June in the case in which soda bottler Noel Canning Corp is contesting an NLRB ruling against it, with a win for the Yakima, Washington-based company likely in its challenge to the recess appointments' validity.

Pope Francis addresses ambassadors to the Holy See at the Vatican on January 13, 2014Pope Francis on Monday issued his strongest condemnation yet of abortion, calling it a symptom of a "throwaway culture" that placed too little value on human life. The pope, who has focused more on social issues such as poverty than on abortion since becoming pontiff in March, said it was "frightful" to think about the early termination of pregnancy. Francis made the remarks in a wide-ranging speech to the Vatican diplomatic corps in which he condemned violence in Syria and other flashpoints around the world, saying peace was threatened by "every denial of human dignity". "We cannot be indifferent to those suffering from hunger, especially children, when we think of how much food is wasted every day in many parts of the world immersed in what I have often termed 'the throwaway culture'," the pope said.
