Stephen Silva, who federal prosecutors contend loaned Tsarnaev the gun used in the shooting, said he had long been friends with the defendant but had never met his 26-year-old brother, Tamerlan, who died following a gunfight with police four days after the bombing. Defense lawyers opened the trial at U.S. District Court in Boston with the blunt admission that Dzhokhar Tsarnaev had carried out the crimes he is charged with, focusing their hopes on the jury sentencing him to life in prison rather than the death penalty he could face if found guilty.

The plan from House Budget Committee Chairman Tom Price proposes $5.468 trillion in spending cuts and interest savings over 10 years compared to current tax and spending policies. To gain support in a divided Republican caucus, Price's plan nominally adheres to "sequester" spending caps next year but seeks to boost U.S. military spending by adding nearly $40 billion to an off-budget war funding account. Some 70 Republicans had signaled they would reject their party's budget if it failed to at least match Democratic President Barack Obama's $561 billion base military budget request.

Durst, 71, the subject of a six-part HBO documentary series called "The Jinx: The Life and Deaths of Robert Durst," was picked up by a filmmaker's microphone saying he "killed them all," apparently acknowledging his crimes, while also admitting that he was "caught," in footage aired on Sunday. He was arrested a day earlier by FBI agents at a New Orleans hotel with a revolver and a controlled substance in his possession, according to a police report, after Los Angeles County issued a warrant for his arrest in the 2000 killing of longtime friend Susan Berman. On Tuesday, a New Orleans judge set a hearing for Monday to determine whether Durst is a flight risk, as law enforcement and prosecutors contend, and whether he should be granted bond, said Christopher Bowman, spokesman for Orleans Parish District Attorney's Office.
