Obama will sign a "student aid bill of rights" and will speak about an assortment of policy tweaks and projects to try to make it easier to help people with student loans pay back their debt. "It's our responsibility to make sure that the 40 million Americans with student loans are aware of resources to manage their debt, and that we are doing everything we can to be responsive to their needs," said Ted Mitchell, undersecretary of education, on a conference call with reporters. The White House said it will require clearer disclosures from companies to make sure borrowers understand who is servicing their loan and how to set monthly payments and change repayment plans.

Boston Police Officer Todd Brown identified a photograph of the message, displayed to the jury on screens in U.S. District Court in Boston, showing bullet holes and blood dripping over the words. Tsarnaev, 21, is accused of killing three people and injuring 264 with a pair of homemade bombs at the race's crowded finish line on April 15, 2013, as well as fatally shooting a police officer three days later as he and his brother tried to flee the city. Federal prosecutors contend that Tsarnaev, who emigrated with his family from Chechnya, was driven by an extremist view of Islam and a desire to strike back at the United States in revenge for military campaigns in Muslim-dominated countries.


Fuel truck spill shuts down I-95 near Washington

A tanker truck carrying biodiesel fuel overturned on Interstate 95 north of Washington on Tuesday, closing the busy highway, police said. One person was injured in the accident about 10 miles northeast of the U.S. capital, said Sergeant Marc Black, a spokesman for the Maryland State Police. The Prince George's County Fire Department said on its Twitter feed that hazardous materials crews were containing the spill of an estimated 1,000 gallons of fuel.

Houston Ship Channel remains partially shut: U.S. Coast Guard

Marine traffic in the Houston Ship Channel will remain partially halted until salvage ships retrieve an anchor that broke off a bulk carrier that collided with a tanker on Monday, the U.S. Coast Guard said on Tuesday. The bulk ship hauling steel and the tanker that was carrying 216,000 barrels of the gasoline additive methyl tertiary-butyl ether, or MTBE, remained in place on Tuesday as the U.S. Coast Guard and the Army Corps of Engineers worked with salvage companies to move them and retrieve the lost anchor, the Coast Guard said. Thirty-six ships were waiting to get in while 28 waited to get out on Tuesday morning, said J.J. Plunkett, port agent for the Houston Pilots.
