Kenyan officials said they had arrested five men in connection with Thursday's attack by al Shabaab gunmen at Garissa university, 200 km (120 miles) from the Somali border. The raid has put Kenya on heightened alert and spooked Christian congregations, horrified by survivor tales recalling how the Islamist militants had sought out Christian students to kill, while sparing some Muslims. In a message directed at the Kenyan public, the al Qaeda aligned group said the raid was revenge for Kenya's military presence in Somalia and mistreatment of Muslims within Kenya.

Police officers lacked "weapons discipline" during a gun battle with Dzhokhar Tsarnaev and his older brother, Tamerlan, who was killed a short time later, in the early hours of April 19, 2013, the report found. The weapons problem also plagued officers arresting the younger brother, according to the 130-page report made public by the Massachusetts' emergency management agency. Tsarnaev, 21, is currently on trial in federal court for detonating two pressure cooker bombs at the Boston Marathon on April 15, 2013, killing three people and injuring 264, as well as for murdering a Massachusetts Institute of Technology police officer while trying to flee three days later.

The emails, although dating back years before the shooting, were among evidence presented by the Justice Department in a report in March that concluded that racism pervaded the Ferguson Police Department. They were sent and received by Mary Ann Twitty, who was Ferguson's court clerk, as well as former Ferguson police Captain Rick Henke and former police Sergeant William Mudd. All three were removed from their jobs after the Department of Justice discovered the emails, which prompted an investigation by city officials.


Illinois convicted killer who escaped jail captured in Chicago

(Reuters) - Chicago police have captured a convicted killer who overpowered a jail guard, taking his keys and uniform and fleeing in his SUV south of the city three days ago, authorities said. Kamron Taylor, 23, who escaped on Wednesday from the Jerome Combs Detention Center in Kankakee, about 60 miles south of Chicago, was taken into custody by Chicago police at 9 p.m. Friday, the Chicago Police Department said in a statement. Responding to a call about a suspicious person on the city's South Side, officers approached Taylor, who fled on foot. Police caught Taylor after a brief foot chase and found he had a handgun, the department said.  Taylor, who was awaiting sentencing, overpowered a jail guard early on Wednesday, taking his keys and uniform.
