According to an indictment, Hastert, 73, was trying to evade detection of $3.5 million in payments he had promised to make to someone from his hometown of Yorkville, Illinois, to conceal past misconduct against the person. Law enforcement officials have said that the misconduct Hastert was trying to cover up was sexual contact with a male, according to reports in national media outlets.

The move, a signal of distrust in the community toward the authorities handling the case, represents an attempt to bypass the local prosecutor's office by using an obscure Ohio state law that allows citizens to request an arrest. The two officers involved in the shooting are white and the boy, Tamir Rice, was black.

Psychiatrist Jeffrey Metzner testified that after interviewing Holmes for more than 25 hours he determined that the onetime neuroscience graduate student met the criteria for sanity under Colorado law.
