By Jeff Mason WASHINGTON (Reuters) - U.S. Vice President Joe Biden said on Wednesday he would not run for president in 2016, ending months of suspense and easing Democratic front-runner Hillary Clinton's path to the party's nomination. Biden, who had been pondering a run since August, appeared in the White House Rose Garden with his wife Jill and President Barack Obama to say the window for mounting a successful campaign had closed. "While I will not be a candidate, I will not be silent," Biden told reporters.

Sister of teenagers beaten at New York church to appear in court

The half-sister of two teenagers severely beaten at a church in upstate New York, leaving one dead and the other hospitalized, is due to appear in court on Wednesday on assault charges. Sarah Ferguson, 33, is accused of participating in a group attack on her 17-year-old brother, Christopher Leonard, during a counseling session last week at the Word of Life Church in Chadwicks, New York, about 50 miles east of Syracuse. Leonard, who was recently released from a hospital where he was treated for blunt force injuries throughout his body, is expected to testify against Ferguson in New Hartford Town Court on Wednesday.

The group said the Gulf Coast city known for its casinos and white-sand beaches locks up hundreds of indigent debtors each year for days or weeks at a time without access to a court hearing or lawyer, a violation of their constitutional rights. "People are being jailed because they're poor," said ACLU attorney Nusrat Choudhury. Biloxi spokesman Vincent Creel said the city "treats all defendants fairly under the law" and that its courts have ordered community service for people who could not pay their fines.

DALLAS (AP) — A 14-year-old Muslim boy who was arrested after a homemade clock he brought to school was mistaken for a possible bomb will be moving with his family to the Middle East so he can attend school there, his family said Tuesday.
