In a solemn address to a joint session of parliament in the Palace of Versailles that began with the words "France is at war", Hollande announced an increase in police recruitment, a halt to layoffs in the army, and a constitutional amendment to strengthen the fight against terrorism. The attacks by gunmen and suicide bombers at restaurants, bars, a soccer stadium and a music hall that killed 129 people and wounded more than 350 people were ordered from Syria, planned in Belgium and carried out with the help of French people, he said.

Obama, speaking at a news conference following a G20 leaders' summit in Turkey, said the U.S.-led coalition fighting Islamic State in Iraq and Syria would redouble efforts to implement its current strategy rather than moving in a new direction. "There will be an intensification of the strategy that we put forward but the strategy that we put forward is the strategy that ultimately is going to work," Obama told reporters.

Three classroom buildings - The Science Center, Sever and Emerson Halls - and one dormitory, Thayer Hall, were affected, the Ivy League school said on its website.
